may you please put some directions on to how big a gif should be and what i should go through for it to work, its really iratting when it doesnt work and there are no directions for uploading a gif or how to resize it ?

You can upload animated gif just like any other file there same size limit too, no difference and if you wanting to resize it on the fly I think it depends on the software being used.

when you go into the edit avatar, it clearly stats under where you click "browse"

Note: The maximum size of your custom image is 150 by 150 pixels or 4.00 GB (whichever is smaller).

if your having trouble uploading the avatar, like not working, resize it, but the forum should auto resize all avatars, because thats what its set on.
